Scavs

The vast majority of survivors in the wasteland are simple scavs: they make a living by scouring the ruins of the old world for useful trinkets. Most player characters are assumed to be scavs.

There is essentially just one difference between scavs and raiders: if they shoot first, it's a raider. If they don't, it's a scav.


Scav communities. Scavs live together in small communities so they can fight off threats together. Each community has its own power structure, and its own set of rules, which is usually a direct consequence of how the group was formed.

For example, some communities were formed by soldiers during the early days of the Flare, who were tasked with maintaining order and applied martial law while awaiting for news from their higher ups. New orders never arrived, but the martial law stayed.

Other communities were formed by merging smaller groups into a bigger one to try to fight back against a particularly dangerous raider gang. Because of this origin, the community might be led by a council made up of the former leaders of each of those smaller groups.

Yet others might have been formed by a particularly effective neighbourhood association, by the manager of a small company along with the rest of their team, by the staff of a local hospital, etc. Each community is unique, and the values of its members is expressed through every rule and every collective decision the community makes.
